Is a kitchen that serves meals to the public, but part of a Non profit, governed by the Department of Health?

Is kitchen at a church or a volunteer fire company under the same restrictions as a resturant kitchen. If not, how do they account for food safety?

    I am not a professional in this area, but my best guess is that any business involving food preperation or manufacturing is governed by the DOH, regardless of for-profit or non-profit status.
