If someone has filed a police report do the police take it into their own hands or does the person decide if they want to file charges?

IF SOMEONE HAS FILED A POLICE REPORT FOR BREAKING AND ENTERING

IF THEY FIND A SUSPECT AND IF THAT SUSPECT HAPPENS TO BE A FAMILY MEMBER

DOES THE PERSON WHO FILED THE POLICE REPORT DECIDE WETHER OR NOT TO FILE CHARGES?

    I have no legal background, but I believe the victim can choose not to press charges on the accused, relationship is irrelevant. It could vary depending on severity of the crime, misdemeanor or felony. And I think whomever is directly effected can file charges, not only the one who filed the report. Could be up to discretion of the police, too.

    Keep in mind, I’m basing my knowledge off of various episodes of Cops, Law & Order, CSI and The Wire.
