is a collage scholarship a binding contract?

Hello,
My daughter is an intentional student in USA PA state.
my daughter finished high-school from a American school in Jordan, she took the SAT test, upon her grades she got a full scholarship from a University in PA state, she moved to US and started school, after 2 months of study the school called her in and told her that the scholarship does not exist any more. is that legal?

The acceptance letter reads like this:

Dear Heba:
Congratulation: on behalf of xxxxx University’s admission committee, I am delighted to inform you that you have been accepted for freshman admission to xxxx University with a full scholarship as a pre-medical student for fall 2010 semester. This covers all your studying expenses for the next four years, housing and food costs. we also considered your interest in completing Medicine in our university and we would be glad to help pursue your goal with a scholarship as long as you keep your GPA up to our rang………,

    That’s a tough situation. Similar circumstances occur with athletes – where players are offered scholarships that can be revoked for performance issues, as well as budgetary reasons for the program.

    Just a guess – but I don’t think it is legal without cause. You should have signed an agreement beforehand, so I would look at that. There may be an out clause for the university. Best of luck
