    Executive order is an order issued by the President, the head of the executive branch. They are generally orders to staff of the executive branch and not to the citizens of the country while Administrative order is an enforceable order issued by a public authority (under the powers conferred to it by one or more statutes) to an individual or an organization to take certain corrective action, or to refrain from an activity.
