To measure the performance first take a look at your production process, is there a task which is only done by one worker. If so, measure the number of items made by the worker for a specific period, e.g. day/hour or week.

If the workers have similar tasks you are now able to measure the number of items by each worker and compare them among eachother. This could be done across different factories as well. But take care that the processes are the same, to avoid wrong results.

To evaluate the productivity, you need to know the maximum number of items, which could be made by a worker (Make a calculation based on time per item and the number of working hours). Then compare it to what the worker actually is making.

However, don’t use the results to set your workers under pressure, that’s bad usage of Performance Management. Instead ask why performance is as it is and ask about how it could be improved. Use your numbers to encourage your workers to get better.

Though, I believe you now got a good consultation for free. Hope it helps.
