    This is a really tough question as the answer is ideally both. If a compensation and benefits package isn’t competitive attracting and keeping good staff will be difficult. At the same time if there is nothing more demotivating than finding out a colleague in an equivalent role is earning more. From past experience staff can become very jealous over the smallest things, even cup cakes in one particular example!
