The major advantage of open tendering is initially keeping the bids, which include price and level of quality, in the auction a secret, but once all bids are placed, they are scrutinized publicly. This eliminates the possibility of a service provider offering their lowest possible price in an attempt to win the bid.

A major disadvantage is reducing the awareness of fellow competition between bidders. If the bids were placed publicly, you would likely be able to achieve a better price for the service provider, but you may sacrifice quality.
