if we are raises the rent of a tenant at will do we need to have a notary sign it to make it legal

we are having personal issues with my ex sister in law who still lives in the house she refuses to leave and pays her rent every month(even though she is usually late giving it to my mother) she has a 3 bedroom apartment with everything included and only pays $300.00 a month with the price of oil and gas , electric ect going up my mother wants to raise her rent at least $100.00 to help cover expenses alittle she wants to make sure she goes about the correct and legal way.

    One thing you could do is send her a notice of intent to increase rent, make a copy for yourself and one for her which you send in certified mail with return receipt, then if you have to go to court to get the increase you will have confirmation that she did receive notice, because she will have to sign to get the mail.
