There are “readiness reviews” in almost all operations and processes. It usually involves a written and oral presentation to a panel of professionals. This is a fair definition of one such process. I found operational readiness review, test readiness reviews, APR readiness review which can result in special and distinguished accreditation. I can only surmise that when you put bookshelf in front, it can mean two things (well that’s all I could think of). One way might mean is that a project manager, which can come in many forms and titles, is that

    a) Someone has been tasked with building a bookshelf and they are going to be evaluated by a panel of experts as to where the whole project stands and to ensure that all the steps in the process have been considered and addressed according to best practice. While each expression that precedes “rr,” I find it hard to believe that it would require a whole review by a panel to build a bookcase. Unless it’s a huge bookcase for the White House? Library of Congress? Smithsonian? This seems improbable to me. b) I guess it could also mean that a writer has written a book and a professional panel will review the book to see if it is ready for print and distribution to achieve sales.

There were NO results on a search for all three words. There were tons for just the two. Here is the link to the official definition to give credit to whom it is due. I hope this helps!
