What does the word “NORMS” mean in World of Business and Service Provider. Is the service receiver/customer bound by these unpublished Norms?

If a person makes payment in anticipation for good service from service provider say DTH service. He later realizes service expected is not satisfactory. He seeks refund of the money paid before the date of Start of service. The Service provider has taken cover of “NORMS of the company” not to refund the amount paid.
