    First, I am in Virginia so this may not apply to you. Second, I am not a professional in this field. But from talking to my brother-in-law who is knowledgeable in this area, I think the answer is yes. The only thing affected by setback is the primary structure living space not including the deck (if you have any). The only thing you want to keep in mind is not to violate any HOA rule and not to annoy your neighbors.
