Boulwarism

Definition

A labor law principle in which management opens the negotiation with a generous offer that is not meant to be negotiated. Pioneered by General Electric's Lemuel Boulware, the National Labor Relations Board considered this as an unfair labor practice as essentially, no labor negotiation has taken place.
