Definition
An amendment to the Securities Act of 1933 that expanded enforcement remedies for Securities & Exchange Commission (SEC) violations and mandated the development of an electronic quote system that would provide greater transparency to OTC transactions. Sometimes referred to as the Penny Stock Reform Act of 1990.
