General: Clearly defined starting point (point of departure) from where implementation begins, improvement is judged, or comparison is made.

Contracting: Basic proposal submitted in response to a request for proposals (RFP). See also acquisition program baseline, contract budget baseline, and performance measurement baseline.
Definition 3
Surveying: Surveyed line (running east and west; the longitudes or meridians run north and south) from which the location of a building, geographical feature, or territorial and maritime zones, etc., are measured and referenced. Also called latitude.
