Program operated by the Treasury Department of the United States that provides capital infusions to bank holding companies in exchange for mandatory convertible preferred stock and warrants. The Troubled Asset Relief Program of 2008 is an example of a capital assistance program. In exchange for bailing out a number of financial institutions, the United States was provided preferred stocks and warrants.
