continuum of planning

Concept that planning is not an event, but an ongoing process which (although beginning at the top of an organization's hierarchy) flows down through all levels and gathers their inputs. The overriding mission of the organizations guides this cycle in the desired direction, and gives meaning to (and holds together) all planning activities and deliberations.
