credit reduction
Definition
A surcharge levied by the federal government under the Federal Unemployment Tax Act (FUTA) upon employers within states that have not repaid monies loaned to them for purposes of paying their unemployment claims. The surcharge is levied as a reduction in the credit that employers receive from the federal government on employment taxes.
