Definition
A memorandum containing a ruling on a tax-related question, issued by the Internal Revenue Service in response to a particular request made by a taxpayer. Field Service Advice memoranda are typically used as guidelines by agency staff, but are not considered binding and cannot be cited as legal precedent.
