Definition
A program created by Freddie Mac to ensure an acceptable level of risk on large numbers of variable-quality loans, by aggregating them into qualifying pools. By creating pools in which the risk of nonpayment averaged out to an acceptable level, Freddie Mac's Guarantor Program was intended to reduce the effective risk on any given loan.
