Definition
A partnership or collaboration between similar agencies across separate local or state governments. These partnerships are formed to help manage common goals or problems that cross local and state borders. For example, one might be formed to manage a large transit project that connects numerous urban areas. Or a joint powers authority could be formed to manage water or utility projects that supply significant portions of a state or even a whole region of the country.
