It is computed by dividing cumulative man-hours expended in direct labor during a given period by the cumulative number of end item operating hours during the same period. All maintenance actions (whether or not they affect the availability of the system) are considered while the man-hours expended in repair and replacement of components, or in daily operation-checks, are excluded.
