net sum budget
Definition
A method for budget justification in which normal reoccurring expenses, such as ongoing debt payments, license fees, and taxes, are automatically approved, and only one-time or unusual expenses must be separately justified. The opposite of zero-based budgeting, in which each line item must be separately justified during each budget planning cycle.
